Anyone who registers a highway motor vehicle with a taxable gross weight of 55,000 lbs or more must file Form 2290 for the tax period, and pay the Heavy Vehicle Use Tax (HVUT) unless the vehicle qualifies as suspended.
Vehicles under 55,000 lbs taxable gross weight generally do not need to file. A vehicle expected to travel 5,000 miles or less in the tax period (7,500 for agricultural vehicles) is a suspended vehicle — a return is still filed to report the suspension, but no tax is due.
